[Social] – Smart City

Currently, the urban population rate is at 55%. Meaning it is estimated that after 30 years, 7 out of 10 people would reside in cities. Such increase in population caused new problems and to combat these issues, Smart Cities are necessities. After the Industrial Revolution, the use of fuel and energy increased drastically, and cases of traffic issues increased. Crime per capita also increased with the number of environmental issues. The gap between the rich and the poor keeps increasing in turn causing conflict within the cities and issues regarding the lack of infrastructure. However, smart City may be the solution for it all.

Masdar city is a city project in Abu Dhabi, United Arab Emirates (UAE). Masdar, as a subsidiary of Mubadala, is constructing a brand-new city with the materials provided by the government. The focus during the construction of Masdar City is to reduce the demand for water and energy and sustainable development through recycling and reusing waste materials. An example would be the cooling system. Instead of utilizing Air Conditioning (AC), to reduce energy use, they use a form of wind catcher. This allows the wind to be caught and cooled down through the fine atomizing device within the tower. The cold air becomes heavy enough for them to flow to the city. Now due to the shape of the city resembling a funnel, the air can flow smoothly throughout the city.

Netherland is another country that is developing a Smart city and is also led by its citizens rather than the government. In 2009, they created a platform in which citizens were able to suggest ideas regarding the Smart Cities. The ones that were deemed to be important were then sent to engineers and scientists so that they see how to implement them. Such effort from the citizens is what is driving the project forward. The main advantage about a people led Smart City project is that they are the ones aware of the pros and cons of a community, so they are most likely to suggest solutions that are the most realistic and practical. In addition, the platform allows the citizens to improve each other’s ideas as it is all led by them. The Kobel provides land for an affordable price but are fixing issues faced by cities through communication. In the past, they built shipyards that were in poor condition, but they were successful in transforming such a place to a clean environment. A strategy they utilized was the aquaponic system which had them fill two tanks of water with fish and once there was waste in it, they used to say plant to water the plants. Those plants were able to absorb the nutrients from the fish waste and this was the cycle.

There are Smart Cities present in our country (Korea). Amongst them is The New Sejong City which was the first city to be certified as a Level 3 Smart City. If let us say, there was an arson case in Songdo, automatic CCTV cameras would recognize the fire and call for help much faster than a normal human would be able to do. Also, there are warnings all around the streets and provide help packages via drones. Both Criminal and Arson cases are watched over by automatic CCTV cameras which then contact control centers. These Artificial Intelligence systems are learning more about human reaction and expression so that they can make improvements in their decision making.

There are 2 main advantages of a Smart City. The first is efficiency. If more Smart Cities are developed and made, the use of energy will reduce, issues that occur in our daily life will be fixed due to said efficiency (for example : arson cases). Smart City benefits are shared with all residents. Within a city, the gap between rich-poor is constantly changing due to the fluctuating nature of an economy. However, Smart Cities will be able to fix said issues due to providing the same benefits from one another. If we implement Smart Cities, there will be new export goods and in turn, benefit our economy.

현재의 도시인구 비율은 55%다. 약 30년 후면 세계 인구 10명 중 7명은 도시에 살게 되는  셈이다. 사람들이 모일수록 문제들이 발생했고, 이를 해결하기 위해서는 스마트 시티가 꼭 필요하다. 산업혁명 이후 에너지 낭비가 심했고, 교통체증과 교통 문제가 생기기 시작했다. 그리고 범죄 사건도 자주 발생하고, 환경문제는 극에 달았다. 빈부격차는 점점 더 심해지면서 도시민들의 삶도 양분화되고 있고, 낙후되면서 인프라 부족 문제에 시달리고 있다. 하지만 스마트 시티는 이 모든 것을 해결해 줄 것이다.

마스다르 시티는 아랍에미리트 아부다비에 있는 계획된 도시 프로젝트다. 무바 달라 개발 회사의 자회사인 마스다르가 아부다비 정부가 제공하는 자본으로 최첨단 신재생 도시를 건설하고 있다. 마스다르 시티는 특히 건설 활동 중 에너지와 물의 수요 감소, 폐자재의 재활용과 재사용을 통해 지속가능한 발전에 중점을 두고 있다. 그래서 에너지 낭비를 막기 위해 마스다르 시티 안에서는 에어컨은 사용하지 않고 윈드 캐처와 같은 것을 사용해 마스다르 시티 안을 시원하게 한다. 윈드 캐처의 타워 꼭대기에는 지나가던 바람을 끌어오는 장치와 함께 미세 분무 장치가 있다. 분무 장치가 공기를 냉각시키고 식힌 공기는 무거워져서 타워로 내려와 도시를 시원하게 만든다. 그리고 마스다르 시티 구조 자체가 깔때기 모양이어서 바람의 이동을 원활하게 만들어 시원하게 만들어 준다.

네덜란드도 스마트시티를 개발하면서 정부가 아닌 시민들의 참여를 독려하고 있다. 2009년에 스마트 시티로 바꾸자는 목표를 알리고 시민이 아이디어를 직접 제안하고 좋은 아이디어는 기업과 연구기관이 연구해서 구현해 내는 지식 창구 플랫폼을 열었다. 이런 노력을 하면서 네덜란드는 시민들이 주도하는 스마트시티를 만들고 있다. 시민들이 주도하는 스마트시티의 장점은 시민들은 자신이 살고 있는 곳의 문제를 그 누구보다 더 잘 아는 사람들이기 때문에 도시 문제를 해결할 구체적인 방안을 제안할 수 있다는 것이다. 그리고 지식 창구 플랫폼이 있기 때문에 시민들끼리 의견을 공유해 개선할 점을 효율적으로 알 수 있게 해준다. 더 쾨벨은 저렴한 비용으로 사회적 기업에게 공간을 제공하는데, 교류를 통해 신선한 아이디어를 통해 도시 문제를 극복하고 있다. 옛날에는 더러운 조선소를 만들던 곳이라 수질 오염이 심각했는데, 이제는 친환경 도시로 바뀌었다. 그중 아쿠아 포닉 시스템은 두 개의 수조에 물고기를 키우고, 물고기가 물에 배뇨하면 그 물을 식물에 보낸다. 그리고 식물은 물고기의 변에 있는 영양분을 흡수하고 식물은 물고기가 살던 물을 여과해서 다시 수조로 내보내며 순환하는 것이다.

우리나라에도 스마트시티가 있다. 그중 세종 신도시는 세계 최초로 스마트시티 3단계 인증을 받았다. 그리고 한국의 두바이를 꿈꾸는 국제도시, 송도도 1세대 스마트시티이다. 만약 송도에서 화재가 발생한다면 인공지능 CCTV가 불을 인식해 사람이 신고하는 것보다 빨리 통제센터로 전달해 준다. 그리고 거리 곳곳에서는 시민의 안전을 위해 경고 문구가 표시된다. 게다가 화재용 드론은 높은 곳까지 올라가 구조를 기다리는 사람들에게 방호품을 전달해 준다. 범죄도 화재와 같이 인공지능 CCTV가 상황을 판단해 통제센터까지 전달하여 범죄 예방까지 하고 있다. 점점 인공지능 CCTV는 많은 사람들의 표정을 분석해 상황을 판단하는 능력을 키워 시민들의 안전을 돕고 있다. 

스마트시티는 크게 2가지 장점이 있다. 첫 번째는 효율성이다. 만약 스마트시티가 실용화된다면, 에너지 낭비를 줄이고, 일상 속에 숨어있었던 문제들도 전보다 더 효율적으로 해결할 수 있을 것이다(예를 들어 화재, 범죄와 같은 것들). 그리고 스마트시티는 도시에 사는 모든 사람에게 공정하게 제공된다. 도시 안에는 경제 상황에 따라 빈부격차가 발생하여 환경도 달라진다. 하지만 만약 스마트시티가 실용화가 된다면 도시에 많은 혜택을 공동으로 사용할 수 있게 해주기 때문에 한 스마트시티에 사는 모든 사람은 공정한 혜택을 누리며 살 수 있다. 그리고 만약 우리나라가  이런 스마트시티 사업을 양성한다면 새로운 수출 상품이 되어 국가 경쟁력도 높아질 것이다.
