[Social] – Dark Side of Technology

These days, humanity is in the era of digital capitalism, in which artificial intelligence is involved in various fields. The involvement of A.I. seems to enhance people’s lifestyles. However, the growth of the digital economy has dramatically changed the price of labor and increased the unemployment rate; factors of production have shown the greatest difference. Previously, the factors of production were defined as lands, capitals, and labor. Currently, they are characterized as internet, data, and labor. Moreover, some experts have acknowledged that the oil of the 21st century is data. Surprisingly, during past decades, data-based global IT business has shown a striking growth. Despite the skyrocketing importance of data, there is no proper solution or countermeasure to equally share the wealth made by data accumulated by the public sources.

Employment is discussed as a problem invoked by technology involvement. Labor, with the exception of some regular workers, are becoming increasingly simplified. In other words, platform workers are increasing. Platform workers are individual part-time workers who work on the platform companies after making a temporary contract as needed; however, they can’t receive the welfare benefits of various permanent workers.

I interviewed with a few platform workers in Dubai. Their salary was mainly based on hours of working, and there’s additional incentives per delivery; they expressed satisfaction with their salary. However, they complained about their working conditions; their jobs were highly unstable, especially, during the quarantine period, many co-workers were fired. Furthermore, they have appealed that their platform company doesn’t provide any services, which they have to pay for their own insurance and transportation.

Moreover, as it is in the blind spots of various social insurance, employment insurance, and natural pension, there is a problem in social safety. With the growth of digital companies, and as such a problem arises, it is necessary to provide financial resources for welfare benefits for them. To make the matter worse, their jobs aren’t guaranteed stable employment. Currently, Korea has the second-highest technology adoption rate in the world after Singapore by employing 774 robots per ten thousand workers. As a result, many regular, permanent employees have become unemployed and become platform workers.

The development of artificial intelligence has brought countless positive changes, but many researchers claim that humanity needs a solution to share the wealth of data. Digital tax is recently discussed by researchers as a solution. Digital tax is a tax imposed by each country separately from corporate tax on sales generated by global IT companies in their own country. Currently, Koreans get sales in Singapore, where taxes are low, and when they sign up for Premier YouTube, the fee is paid to the US subsidiary. In 2020, the G20 finance minister passed the digital tax agreement. As data accumulates on the internet, a change in profit distribution is necessary.

These days, the unemployment rate has increased due to the involvement of robots. As a result, the number of homeless in California increased by 16.4%, which is strikingly higher than any place in the United States. This extreme gap between rich and poor could cause serious problems in the future. Even for digital companies, no matter how good a business performs, capitalism itself can be shaken because the public who will consume it disappears. To prevent this from happening, the solution proposed is a universal basic income system (UBI). 

Many opposing views have been proposed against the basic income system. In particular, there are many opinions that the basic income system makes people lazy and has little effect on promoting consumption. On the contrary, the Finnish government paid $623 per month to the Finnish unemployed for two years and analyzed their life patterns. An increase in the employment rate was minimal; however,  their quality of life was remarkably improved. Confidence in the system and in the ability to handle situations has increased. Although the basic income system may not be the best time to prevent future changes in society due to artificial intelligence, it is certainly the best time for all the people to be interested and seek new alternatives through social consensus.

인류는 현재 글로벌 디지털 자본주의 시대로 인공지능 기술이 각 분야에 도입되고 있다. 인공지능은 사람들의 생활방식을 향상시키고 있지만 갑작스러운 인공지능의 등장으로 노동의 가치가 변하고 대량 실직의 위기를 맞고 있다. 가장 극심하게 변화가 드러난 것은 생산 요소의 변화이다. 과거에는 토지, 자본, 노동력이 생산의 3 요소였지만 현재는 인터넷, 데이터, 노동력이 꼽히고 있다. ‘21세기 원유는 데이터’라고 불릴 만큼 데이터가 중요해졌고 데이터를 기반으로 하는 글로벌 IT 기업은 괄목할 만한 성장을 했다. 하지만 데이터와 데이터를 이동하는 인터넷망은 공공재이기 때문에 이윤 분배의 문제가 제기되고 있으며, 현재는 데이터로 인한 부를 공평하게 분배할 적절한 해결책이나 대책은 없다. 

기술 개입에 의해 노동의 가치는 새로운 문제가 되고 있다. 일부 정규직 근로자를 제외한 노동은 갈수록 단순화되고 있으며 대부분 플랫폼 노동자가 그 자리를 차지하고 있다. 플랫폼 노동자는 필요에 따라 임시계약을 맺고 플랫폼 기어에서 일하는 특수고용직이라 복지혜택을 받기 어려운 구조이다. 

두바이에서 배달 일을 하고 있는 플랫폼 노동자와 인터뷰를 했는데, 그들의 봉급은 주로 근무시간에 따라 정해졌으며, 배달 당 추가적인 수당을 받고 있었다. 비교적 월급에는 만족했지만 근무조건에 대해서는 불평을 하였다. 왜냐하면 그들의 직업은 매우 불안정했고, 특히 코로나의 확산 이후, 많은 동료들이 해고된 모습을 봤기 때문이다. 게다가 자신의 보험과 교통비를 스스로 지불해야 하며, 그들을 고용한 회사에서는 어떠한 복지 서비스도 제공하지 않는다고 호소했다. 

플랫폼 노동자는 필요에 따라 임시로 계약을 맺은 후 플랫폼에서 일을 하는 개인 노동자를 말한다. 그들은 각종 정규직이 받는 복지혜택을 누리지 못하고, 안정적인 고용을 보장받지 못하는 노동자들이다. 현재 한국은 노동자 1만 명당 로봇을 774대를 도입할 정도로 전 세계에서 로봇 도입률이 최상위권에 속한다. 이 도입률은 싱가포르 다음으로 높다. 이로 인해 많은 정규직 노동자들이 실업자가 되었으며 플랫폼 노동자가 되고 있다. 

인공지능의 발달은 많은 긍정적인 변화를 가져왔지만 앞서 말한 문제점을 해결하기 위해 최근 디지털 세가 논의되고 있다. 디지털 세란 글로벌 IT 기업들이 자국 내에서 일으킨 매출에 대해 각국이 법인세와 별도로 부과되는 세금이다. 현재 한국인은 구글 앱스토어에서 구입하면 세금이 낮은 싱가포르에서 매출이 잡히고 프리미어 유튜브를 가입하면 미국법인에 요금이 결제된다. 결국 우리나라 소비자가 이용한 서비스에 대한 세금이 제대로 걷히지 못하고 있는 것이다.  그래서  G20 재무 장관은 디지털 세 합의안을 통과했다. 시대가 변하면서 더 많은 사람들이 찾기 시작한 인터넷 공간에 많은 일반인들이 이용하여 쌓이는 데이터의 가치가 올라가는 만큼 이윤 분배의 변화가 필요하다. 

현재 많은 일반인들이 로봇으로 인해 직장을 잃었고, 이윤을 얻은 글로벌 기업들이 부동산과 주식에 투자를 하면서 캘리포니아 실리콘밸리의 집값은 폭등하였다.  그로 인해 캘리포니아주 노숙자가 16.4% 증가하였고,  이러한 극심한 빈부격차는 미래에 심각한 문제를 야기할 수 있다. 디지털 기업들의 입장에서도 사업이 아무리 좋은 성과를 내도 소비해 줄 대중이 사라지기 때문에 자본주의 자체가 흔들릴 수가 있다. 이러한 현상을 막기 위해서 IT 기업들의 대표가 제안한 해결책이 바로 기본소득제이다.

 기본 소득제는 사람들이 게을러지고 소비 증진 효과가 별로 없다는 반대 의견이 많다. 하지만 핀란드 정부는 핀란드 실업자들을 상대로 월 70만 원씩 2년간 지급하고 그들의 생활패턴을 분석해 보았는데, 비록 고용률 상승은 미미하였지만 그들의 삶의 질이 현저히 높아졌다는 의견이 많았다. 그리고 제도에 대한 신뢰가 높아졌고 상황 처리 능력에 대한 자신감도 같이 높아졌다. 기본소득 제도가 인공지능으로 인한 미래 사회의 변화를 막을 수 있는 최선이 아닐지라도, 국민 모두가 관심을 갖고 사회적 합의를 통해 새로운 대안을 모색해야 하는 최적의 시기임은 틀림없다.
