NEOM: Saudi Arabia’s Ambitious 2030 Mega Project (Part 1)
The $500bn project that’s aimed to realize Saudi Vision 2030, supported by Crown Prince MBS
[위즈덤 아고라 / 황찬석 기자] In 2017, crown prince Mohammed Bin Salman announced nationwide plans to build a megacity in the northwest region of Saudi Arabia. Expanding around a 26,500 km² flat desert area and overlooking the Red sea (transcontinental region accounting 10% of global trade), “Neom” was announced to serve as a global hub for trade and Saudi Arabia’s new economic zone, thanks to its potential $500bn investments from the Kingdom, Saudi Public Investment Fund, and foreign investor capital.
Come 2021, MBS further announced “The Line”: a futuristic, carbon neutral city with over a million inhabitants and no roads, laid out as a 170km long strip of urban land shaped by unified services and one-way transportation infrastructure.
Playing an integral role to Neom’s ambitions as a futuristic, economic zone, establishments like “the Line” are expected to foster innovation and sustainability. Likewise, the city will be “built around nature” as “a response to some of the most pressing challenges facing humanity today, such as legacy infrastructure, pollution, traffic and human congestion”, according to the Saudi Press Agency. Along the same lines, the removal of congested roads and private vehicles is not expected to burden the city’s inhabitants since “all essential daily services, such as schools, medical clinics, leisure facilities, and as well as green spaces will be located within a five-minute walk”.
Perhaps, outlines by NEOM show high speed trains and self-operating freight vehicles running in “an invisible layer of infrastructure” beneath the city. For extended travelling, inhabitants will have access to “ultra-high-speed transit and autonomous mobility solutions” that will take “no journey longer than 20 minutes”. Notably, such roadways will be built one-way, spanning from one end to the other within the different segments of the 170km belt. The city, considered to be a beacon of the Vision 2030 strategic plan, will also be run with the integration of artificial intelligence, advanced by machine learning and 5G systems that will enhance the quality of life, all while eliminating the need for menial tasks, such as contracting services and maintenance work.
Additionally, energy will be circulated entirely from renewable sources (such as solar, wind and hydrogen-based power generation) and its physical infrastructure will be built “around nature, instead of over it”, which means in effect that almost 90% of what was there before the city is built will still be remain after work is completed.
Construction of the Line has already begun in the first quarter of 2021, and is currently being funded by Saudi’s Public Investment Fund. The progressive goal for years to come is to engage and advance with international projects, potentially attracting foreign companies and investors “with the aim of creating 380,000 jobs and adding $48bn a year to the kingdom’s GDP by 2030.”
At present, Neom is planning to launch and publicize its hotel services by the end of 2022. Andrew Mcevoy, head of the tourism sector at Neom, says, “We’re now under way, so we’re starting to develop our first assets, by the end of next year our first hotels will start to come out of the ground, there’s a lot of construction going on.”
They have also come in close partnership with numerous hotel brands such as Hilton and IHG in hopes to attract 1 million visitors by 2025. With Neom’s tourism sector forecasted to contribute $16 bn to Saudi Arabia’s GDP by 2030, its current biggest goal is to fully capitalize on the commercial opportunities in harmony with the unique natural environment of the western coast, soon to be filled with scuba-diving and sight-seeing tourists.

MBS 왕세자가 지원하는 사우디 비전 2030 실현
5천억 달러 규모의 메가 프로젝트
2017년 모하메드 빈 살만 왕세자는 사우디 북서부 지역에 대규모 건설 계획을 발표했다. 2만 6500 km²의 평탄한 사막지대를 확장하고 홍해(세계 무역의 10%를 차지하는 대륙횡단지역)가 내려다보이는 스마트 도시 ‘네옴’을 추진한다는 것이다. 네옴은 사우디 공공투자펀드 킹덤과 외국인 투자자본의 5천억 달러가 투입되어 사우디의 새로운 경제지구로서의 역할을 할 것으로 보인다.
2021년, MBS는 더 라인(The Line)을 추가로 발표했다. “더 라인(The Line)”은 인구 100만 명 이상이 사는 도로가 없는 미래형 탄소 중립 도시로, 통합 서비스와 일방통행 교통 인프라로 형성된 170km 길이의 도시이다.
라인은 미래 지향적이고 경제특구인 네옴에 필수적인 역할을 하며, 여러 혁신 기술을 도입해서 지속 가능한 도시로 육성할 것으로 기대된다. 또한, 사우디 언론사에 따르면, 이 도시는 ” 기반 시설, 오염, 교통 등 오늘날 인류가 직면한 가장 시급한 문제에 대한 대응”으로 “친환경적으로 건설될 것”이라고 하였다. 도시의 라인에 따라 ‘학교·의원·여가시설 등 필수 생활서비스는 물론 녹지공간까지 도보 5분 안에 모두 배치된다’는 점에서 획기적이며, 도시 위에는 자가용 없는 도로를 만들어 시민에게 부담을 주지 않을 것으로 예상된다.
네옴의 교통 핵심은 고속 열차와 자가 운행 화물 차량이 도시 밑 “보이지 않는 인프라 층”이다. 거주자들은 20분안에 “초고속 교통 및 자율 이동 수단”을 이용할 수 있다. 특히, 170km 벨트 구간은 한쪽 끝에서 다른 쪽 끝까지 직선도로로 건설될 예정이다. 비전 2030 전략계획의 신호탄으로 꼽히는 이 도시는 계약서비스, 정비작업 등 노동자의 수작업으로 이뤄지는 것이 아니라, 인공지능의 도입과 5G 시스템을 접목하여 자동화된 상태로 운영된다.
또한, 에너지는 전적으로 재생 가능한 자원(태양광, 풍력, 수소 기반 발전 등)에서 순환되며 모든 시설은 친환경으로 건설된다. 즉, 도시가 건설되기 전에 있던 자연의 90%가 작업이 완료된 후에도 그대로 남아 있게 된다는 것이다.
선로 건설은 이미 2021년 1분기에 시작됐으며, 현재 사우디 공공투자펀드가 자금을 지원하고 있다. 향후 몇 년간 사업을 시행하면서 “38만 개의 일자리를 창출하고 2030년까지 한국의 GDP에 연간 480억 달러를 지원한다는 목표”로 외국 기업과 투자자를 유치할 예정이다.
현재 네옴은 2022년 말까지 호텔 서비스를 출시하고 홍보할 계획이다. 네옴의 관광 부문 책임자인 Andrew Mcevoy는 “우리는 지금 공사를 시작했고, 이제 곧 육안으로 확인이 가능할 것이다. 내년 말까지 우리가 짓는 첫 호텔을 만날 수 있다.”라고 전했다.
그들은 힐튼과 IHG와 같은 수많은 호텔 브랜드와 긴밀한 제휴를 맺고 2025년까지 100만 명의 방문객을 유치할 계획이다. 네옴의 관광 분야가 2030년까지 사우디아라비아의 GDP에 160억 달러를 달할 것으로 전망되는 가운데, 현재 가장 큰 목표는 서부 해안의 독특한 자연환경과 조화를 이루어 상업적인 인프라를 활용하는 것이며, 곧 스쿠버 다이빙을 하려는 관광객들로 채워질 것을 기대하고 있다.
